This Ministerial Decree establishes the modalities of elaboration of summary plan for extinguishment of forest fires at the regional level. Summary plan shall be elaborated by the regional executive body competent in the sphere of forest relations in accordance with forest fire extinguishment plans related to forest districts (forest parks) located on the regional territory with a view of: (a) optimizing distribution of forest fire extinguishment means and equipment; (b) raising efficiency of forest fire extinguishment arrangements; (c) coordinating forest fire extinguishment arrangements; (d) preventing propagation of forest fires; and (e) ensuring reserve of forest fire extinguishment means and equipment.
