This Regulation provides for basic requirements of quality for planting material, methods of packaging, sealing and labelling, form and color of the declaration by category of planting materials, methods of keeping records of issued declarations and conditions that can ensure the maintenance of quality of planting materials. Imported planting material shall be declared on the basis of documents issued by the competent institution of the exporting country, containing: a) certificate of origin and authenticity of the species, varieties, rootstocks; b) certificate of health. The retail dealer is directly responsible for the technical quality of planting material at the point of sale. The Annex is an integral part of this Regulation.
