These Rules and Regulations implement Executive Order 79 with the aim to ensure mining’s contribution to the country’s sustainable development, adopt international best practices, ensure the protection of the environment, ensure the consistency of local issuances with the Constitution and national laws, deliver efficient and effective management of the mining sector. The Rules and Regulations provide for: areas closed to mining applications; full enforcement of environmental standards; the establishment of mineral reserves; competitive bidding for mining rights; measures to improve small-scale mining activities; the use of Programmatic Environmental Impact Assessment; powers, functions and composition of the Mining Industry Coordinating Council; etc.
