This Regional Law regulates relations regarding timber extraction and procurement of non-timber edible and non-edible forest resources and medicinal plants by citizens for individual personal needs, ensuring the right of citizens to timber extraction for housing construction, fuelwood for heating and other individual personal needs in accordance with purchase and sale contract of forest species without allotment of forest parcels. Annual rate of timber extraction for individual personal needs shall be within the limits of authorized annual timber extraction. A citizen shall submit to the forest district authority application, specifying the amount of requested timber and purposeful use thereof. Procurement of non-timber edible and non-edible forest resources and medicinal plants by citizens for individual personal needs shall be granted free of charge without any special authorization or permit.
