This Regional Law establishes legal, economic and organizational grounds for state policy in the sphere of energy saving and improvement of efficiency of the use of fuel and energy. Its shall be applicable to: (a) efficient use of energy resources in the process of extraction, processing, transportation, storage and consumption; (b) state supervision over efficient management of energy resources; and (c) scientific research in the sphere of energy saving. Basic principles of regional policy in the sphere of energy saving shall include efficient use of local energy resources and use of renewable energy. Compulsory energy inspection shall be carried out in all organizations consuming over six thousand tonnes of conditional units of fuel annually with a view of efficiency assessment of the use of energy resources and cost reduction.
