This Regional Law regulates relations in the sphere of management, protection, conservation of forest fund, afforestation and reforestation. All the forests, except for the forests of defence and urban forests, shall form forest fund (public forest). Purchase and sale, mortgage and other transactions that can entail expropriation of forest fund shall be prohibited. All the regional forest fund shall be federal property. Trees and shrubbery growing on land plots owned by citizens shall be considered their property. Citizens shall be granted the right of free stay in forests pertaining to forest fund. Forest management shall be regulated by decree of the regional administration, concession, lease and free use contract related to forest management. Timber extraction shall be authorized exclusively in accordance with felling licence.
