This Presidential Decree, consisting of 17 articles, approves the Support Programme to Small Scale Trade (PROAPEN). This Programme aims at supporting the small scale business for a total amount of 21.340.000.000 kwanzas to be implemented within the year in order to support the development and consolidation of small scale business, facilitating the access to credit to micro-entrepreneurs. This Support Programme applies for all the Municipalities of the country.
