This Regional Law regulates exploration, management and protection of subsoil, including groundwater, and safeguards subsoil managers rights. Subsoil shall be subject to joint management by the federal and the regional public administration. Subsoil plots shall not be subject to purchase, sale, donation, inheritance, succession, endowment, investment, mortgage or expropriation in any form. Subsoil parcels, used or unused, located on the regional territory shall form state subsoil fund. Subsoil management envisages the following forms: (a) exploration, study, prospecting; (b) mining; (c) construction of underground works; (d) formation of protected geological objects; and (e) gathering of geological collections. Subsoil management shall be subject to mandatory licensing.
