This Regional Law regulates relations in the sphere of seed growing, procurement, processing, storage, transportation, trade and management of agricultural and forestry seeds, and also organization and supervision over seed variety and seed quality control. It shall be applicable to seeds recorded in the State Register of selection achievements authorized for use on the regional territory. Seeds shall be classified as follows: (a) originators; (b) elite; and (c) reproduction (including first-generation hybrids). State support of seed growing shall be carried through: (a) public investments; (b) public price regulation; (c) preferential tax payment terms; (d) partial compensation of expenditure; (e) preferential credits; and (f) subsidies and incentives. Only seeds complying with state standards shall be used for seed growing. Use of seeds infected with pests, diseases and quarantine microorganisms shall be prohibited to use for seed growing.
