This Regional Law establishes that state environmental (ecological) monitoring shall be carried out on the regional territory. Access to information obtained in the course of environmental monitoring and legal status thereof shall be regulated by federal legislation. Combination of the functions of state control of environment and the functions of economic management of natural resources shall be prohibited. Ecological education shall be carried out through spreading of ecological knowledge, ecological safety awareness and information on state of environment and management of natural resources.
