This Law establishes the State Policy on Solid Waste in Pernambuco, with the primary objective of creating a comprehensive framework for the management, treatment, and environmentally sound disposal of solid waste. It seeks to protect the environment and public health by promoting the reduction, reuse, and recycling of waste (the “3Rs”), as well as the rational use of natural resources and the recovery of degraded areas. A central aim is to implement an integrated and shared management system, involving public authorities, the private sector, and society, to ensure that waste is handled responsibly throughout its life cycle. More specifically, the policy is designed to foster sustainable production and consumption patterns, strengthen environmental education, and expand the adoption of selective collection, recycling, composting, and technological innovation in waste treatment. It also promotes interinstitutional cooperation and regionalized management, including partnerships among municipalities and sectors, while encouraging the inclusion of recycling workers in formal waste management systems. Additionally, the law aims to ensure effective monitoring, regulation, and shared responsibility across producers, consumers, and public authorities, supported by mechanisms such as logistics reverse systems and environmental incentives.
