Proposal 2013/1 LF 71 to Act on Water Planning.

The Document proposes the establishment of a new, simpler and more flexible concept of the development of water plans, and consists in the simplification of processes by eliminating phase, technical consultation, and municipal action plans in addition to EU Water Framework directives. The Document ensures to strengthening the involvement of stakeholders by promoting openness on plans of local knowledge of nature, environment and business planning. The Document proposes that municipal councils should contribute to the knowledge about specific local conditions to be taken into account in the planning of river interventions. The proposal also amends the appeals for the Nature and Environmental Appeal Board; it is now also possible to appeal against the orders of public policies and initiatives or river basin management plans. It does not contain the political decisions on environmental goals and initiatives.
