This Ministerial Decree establishes the modalities of realization in the Republic of Kazakhstan of project mechanisms in the sphere of regulation of emissions and absorption of greenhouse gases. Project mechanism shall be intended gradual process of elaboration and realization of projects aimed at reduction of emissions and/or increase of absorption of greenhouse gases in accordance with Kyoto Protocol and the United Nations Framework Convention on Climate Change (UNFCCC) and the ecological legislation of the Republic of Kazakhstan. Project mechanisms shall be classified as follows: (a) mechanism of internal reduction of emissions; (b) mechanism of joint implementation; and (c) clean development mechanism. Project mechanism shall not be applicable to installations and production sites subject to quota setting for greenhouse gases and inserted in the national plan for distribution of quotas for emissions of greenhouse gases.
