This Ministerial Decree establishes that the Federal Ecological, Technological and Nuclear Supervision Service shall be authorized state institution for carrying out cooperation for the development of national regulation systems for nuclear and radiation safety in the process of use of nuclear energy for peaceful purposes in the states that are clients commissioning nuclear energy plants constructed in accordance with the Russian projects, including development of legislative basis, licensing and training of staff .
