The present Regulation is made under the Utilities Commission Act. For the purpose of the present Act "project proponent" means a person who enters into an energy supply contract with the authority as a result of the call referred to in section 2, or the successors or assigns of the person. Section 2 establishes that the authority and all project proponents are exempt from section 71 of the Act with respect to the community-based biomass call for electricity that the authority is engaged in on the date the present Regulation comes into force.
