This Regional Law regulates relations in the sphere of organization, management, conservation and protection of protected areas with a view of conservation of unique and typical natural ecosystems, wild fauna and wild flora and genetic resources thereof, research and study of natural processes in the biosphere, and ecological education of the population. Basic principles of the functioning of protected areas shall be as follows: (a) sustainable management; (b) support of activities for conservation of protected areas; (c) safeguard of environmental security; and (d) strict observance and enforcement of legislation on protected areas and liability for the infringement thereof.
