This Executive Decree, consisting of 5 articles, establishes the classification of the «Historical Centre of Mbanza Kongo» as a National heritage located in the Province of Zaire. It classifies this historical site, as National Cultural Heritage and defines its limits, whereas Mbanza Kongo is one of the oldest urban settlements below the equator, with remains of its evolution and history and deployed in the city as the capital of the ancient kingdom of Kongo, by its political dominance, that influenced other realms of the region in terms of economical, social and religious aspects, later represented the core of the ancient city of 'São Salvador do Congo'.
