This Regional Decree certifies that “Area with boreal flora in steppe zone” shall be classified as landscape and botanical with components of boreal flora, characterized by the presence of fluffy birch (Betula pubesceps Ehrh.), recorded in the regional Red Book of endangered and protected species, as well as by the presence of rare northern species of herbaceous plants. The following activities shall be prohibited: (a) timber extraction, except for intermediate felling; (b) grazing; (c) unregulated recreation; (d) any type of construction; and (e) any other activity contrasting objectives of protected area. Authorized activities: (a) scientific research; (b) picking mushrooms and berries; (c) excursions; and (d) educational tourism.
