These Measures aim to prevent the incoming and outgoing of human infectious diseases and medical vectors thereof, animal infectious diseases, parasitic diseases and dangerous plant diseases, pests, weeds and other harmful organisms through the border, protect human health and safety of agriculture, forestry, animal husbandry, fishery and environment. The Measures consists of 47 articles divided into 6 Chapters: General provisions (I); Quarantine examination and approval (II); Declaration and site quarantine (III); Quarantine treatment (IV); Legal Responsibility (V); Supplementary Provisions (VI). Article 4 provides for the items carried by entry-exit people which are subject to the declaration and quarantine, including: the entry of animals and plants, animal and plant products and other quarantine objects; the entry and exit of biological species resources, endangered wild animals and plants and their products; the exit of wild animals and plants under the state key protection and their products; etc. The entry personnel are prohibited to carry the items listed in Article 5, including: animal and plant pathogens, pests and other harmful organisms; animals and plants, products thereof and other quarantine objects from animal and plant epidemic countries or regions; soil; etc. Where an inspection and quarantine institution find out that there is a significant risk of quarantine, the risk warning and rapid response mechanism shall be started.
