The scope of this Law shall be to ensure agricultural development as one of priority basic sectors of the national economy and to set forth long-term agricultural policy based upon the following prerequisites: (a) raising competitiveness of the national agriculture on international market; (b) promotion of socially oriented stable and balanced agriculture; (c) raising efficiency of agricultural production; (d) ensuring employment in rural areas; (e) regulation of agricultural commodities market; and (f) promotion of agricultural science and education. Agricultural policy shall be implemented through national public and foreign investments, ensuring favourable crediting policy, raising amount of subsidies and preferential agricultural taxes.
