The international shipping bulk foodstuff is generally applied with the fumigation of the aircraft to kill and prevent the grain pests. The purpose of the Measures is to prevent imported foodstuff from contamination caused by fumigant residue, and to protect the health of the on-site staff. The Measures, consists of 5 Articles. Article 1-2 provide for the measure to be taken by official inspection and quarantine departments and pesticide treatment enterprises of exporting country and the carriers of imported foodstuff before the entry of foodstuff. Article 3 sets out the declaration requirements to be satisfied by the carriers of imported foodstuff for entry-exit inspection and quarantine in China. Before implementing on-site inspection, the entry-exit inspection and quarantine personnel shall check whether fumigant residues has been effectively removed and implement fumigation residual gas concentration detection. The inspection and quarantine personnel shall suspend inspection and quarantine and related on-site activities until fumigant residues has been effectively removed, and fumigation residual gas concentration has been in the safety limit (art.4).
