The purpose of these Measures is to strengthen and standardize the environmental supervision and inspection, enhance the team construction, and improve the effectiveness of environmental supervision and inspection. The Measures consist of 33 Articles divided into 4 Chapters: General provisions (I); Environmental supervision and inspection institutions and personnel (II); Environmental supervision and inspection (III); Supplementary Provisions (IV). The term "environmental monitoring" as mentioned in these Measures refers to the administrative law enforcement activities carried out by the competent environmental authorities in accordance with the environmental protection laws, regulations, rules and other normative documents. The establishment of environmental supevision and inspection institutions and the personnel composition shall be determined based on the scope of the administrative area, the level of economic and social development, and the quantity and distribution of pollution sources, work load of ecological protection and environmental law enforcement and other factors. Environmental supervision and inspection institutions shall develop the annual work plan, organize the on-site inspection, investigate and deal with environmental violations, and perform other duties as stipulated in the Article 6.
