Resolution No. 69/2015 approving the National Strategy on Food and Nutrition Security – 2020 (ENSAN- 2020).

This National Strategy for Food and Nutrition Security - 2020 (ENSAN- 2020) has a twin-track approach for immediate hunger relief interventions with a long-term strategy for sustainable growth of the population and as its main goal to ensure permanent and stable access of the population to adequate, healthy, nutritious and safe food, subject to the satisfaction of other basic needs, enabling to realize their human right, in terms of access to food, food availability and food utilisation to adequate food. It addresses agro-environmental concerns and agro-environmental measures are included in the objectives and/or intended actions. As the strategic objectives ENSAN - 2020 aims at strengthening the legislative and institutional framework to consolidate the Food and Nutrition Security (SAN) and to ensuring the respect of Human Rights to Adequate Food (DHAA). Another goal should be to increase the participation of women in the policy making, given their important role in agricultural production systems. In addition, the strategic objectives aim to the sustainable development of the agricultural sector production systems in an integrated and balanced way through contributing to the improvement of access to water, sanitation and other components of well-being by households. Its objectives also aim at increasing agricultural and fisheries production in a sustainable way, improving the mechanisms of food supply, with innovative techniques and increasing the participation of young people. This Strategy aims at a reaching a modern, sustainable and competitive agriculture, able to meet and respond to the challenge of food and nutrition security and strengthening the participation of smallholders in particular rural women and their organizations. Poverty reduction will only be possible through the strengthening of existing coordination mechanisms and participation, through improvement of income of vulnerable populations to financial access to food; developing prevention and treatment of nutritional disorders, nutritional additives, counseling and nutrition education to adopt healthy eating habits. Under the umbrella of a differentiated agriculture, quality, in harmony with environmental resources, should be sought to overcome the inefficiencies linked to production by new species and more productive varieties, more resistant to pests and better suited to the climatic conditions and the environment, even strengthening capacity to adapt to climate risks and opportunities. The second principle, aimed at the integration of food security management in decentralization processes and state reform deals with decentralization and shared responsibilities with local structures and bodies in order to create an enabling environment for the participation of the population in the process of development of its territory and a better governance of the SAN, by mobilizing actors and creating better conditions for cooperation and accountability in the design, implementation, monitoring and evaluation of SAN strategies. Institutions and governing entities/mechanisms related to FAO mandate are created.
