These Measures aim to strengthen energy management, promote energy saving technology, and improve energy efficiency. The Text consists of 27 Articles divided into 5 Chapters: General Provisions (I); Implementation of Energy Efficiency Labelling (II); Supervision and Administration (III); Penalties (IV); Supplementary Provisions (V). The Catalogue of Products Implementing Energy Efficiency Labelling and the implementing rules shall be jointly issued by the National Development and Reform Commission (NDRC), the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the Certification and Accreditation Administration (CNCA). The name of energy efficiency label is "China Energy Label". Energy efficiency labelling shall include the following basic elements: (a) the name of the producer; (b) the product specifications; (c) energy efficiency rating; (d) energy consumption; (e) the national energy efficiency standard code that the product executed.
