The purpose of the Measures is to ensure the quality and long-term benefits of "Power Supply to the Townships" Projects, and ensure that the projects put into operation on schedule. The Measures consist of 23 Articles divided into 4 Chapters: General provisions; Project acceptance; Project operation and maintenance; Supplementary provisions. Chapter 2 provides for the approaches, content, procedures and organization of project acceptance.
