These Measures, consisting of 13 articles, aim to strengthen the management of hydropower engineering project design and construction, regulate the design change, and ensure the safety and quality of the hydropower engineering projects. Design changes are divided into general design changes and major design changes. Major design changes refer to those involving project safety, quality, functions, scale, cost estimation, and design changes that have a significant impact on the environment and society. Article 8 provides for the contents of major design change documents. After receiving the application for review of major design changes, the unit in charge of examination shall carry out the review work, put forward the review opinions, and submit them to the National Energy Administration.
