The purpose of these Measures is to control and reduce the pollution caused by the discarded electrical and electronic products, promote the clean production and comprehensive utilization of resources, encourage green consumption, protect the environment and human health. The Measures consist of 23 Articles divided into 4 Chapters: General provisions; Restricted use of hazardous substances in electrical and electronic products; Penalties; Supplementary Provisions. Ministry of Industry and Information Technology, National Development and Reform Commission, Ministry of Science and Technology, Ministry of Finance, Ministry of Environmental Protection, Ministry of Commerce, General Administration of Customs, and AQSIQ shall manage and supervise the restricted use of harmful substances in electrical and electronic products within the scope of their respective functions and duties. The design and production of electrical and electronic products, shall comply with the national standards or industry standards for the restricted use of hazardous substances in electrical and electronic products. It is not allowed to sell or import electrical and electronic products which are in violation of such national standards or industry standards. The State encourages and supports scientific research, technological development and international cooperation on the restricted use of harmful substances in electrical and electronic products. The Measures further cover the following matters: requirements on packing materials, marking Environmental Friendly Usage Period (EFUP) and the hazardous substances contained in electrical and electronic products, and penalties.
