The purpose of these Measures is to strengthen and regulate the management of the mountain torrent disaster prevention and control project construction. The Measures consist of 29 Articles divided into five Chapters dealing with: general matters; preliminary work; construction management; project acceptance and operation management; and supplementary provisions. The Measures apply to the construction management of projects as provided in the National Mountain Torrent Prevention and Control Project Implementation Plan (2013-2015) which was jointly issued by the Ministry of Water Resources and the Ministry of Finance (hereinafter referred to as the "national plan"). According to the national plan, the regional or provincial water resources competent authorities and finance competent authorities shall organize the preparation of the local mountain torrent disaster prevention and control project implementation plan. Disaster monitoring and early warning platform and information management system and general professional software shall be developed under the unified organization of the regional or provincial water resources competent authority. The Ministry of Water Resources，jointly with the Ministry of Finance, shall take charge of the guidance, supervition and inspection of the mountain torrent disaster prevention and control project construction mangement.
