This Grassland Disaster Prevention and Mitigation Project Plan in Pastoral Areas（2016-2020) is a sectoral policy document, jointly issued by the National Development and Reform Commission and the Ministry of Agriculture in order to improve the capacity of grassland disaster prevention and mitigation, maintain the grassland ecological security, and promote the sustainable and healthy development of the economy and society in pastoral areas. The coverage of the Plan is national. The main goals of the Plan are to improve grassland disaster monitoring and early warning, strengthen emergency response and handling, and reduce the loss caused by grassland disasters such as pests, fire and snow. The Plan pointed out that in the next 5 years, grassland disaster monitoring and early warning system will be basically established to enhance the ability of disaster monitoring and early warning. The grassland rodent and pest forecast accuracy rate will be increased by more than 10 percentage, the fixed monitoring points at national level in 268 pastoral and semi pastoral counties will be established, to provide support and guarantee for grassland resources and ecological monitoring. At the same time, the level of prevention and control will be enhanced, the rodent and pest control ratio will be increase by 5 to 10 percentage; major grassland fire occurrence rate will be below 1%. The Plan adopts a multi-hazard approach. In the aspect of prevention and control of grassland pests disasters, priorities will be prevention and control capacity building, pest disaster monitoring and early warning and command system construction, technical support capacity building, and construction of prevention and control demonstration bases; priorities for fire protection will be the construction of fire prevention materials support system, fire emergency communication command system and fire monitoring system; in the aspect of prevention snow disasters, actions will be taken to gradually improve the monitoring and early warning, disaster assessment and emergency response mechanism.
