This National Plan for the Forestry Sector Development for the "13th Five-Year" Period (2016-2020) puts forward to the main goal of forestry development in China by 2020 in 4 aspects: the land ecological security barrier more stable, the forestry ecological public service more perfect, more powerful protection of people's livelihood, and forestry governance capacity improved significantly. Among them, the forest coverage rate shall increase 23.04%, the forest stock amount will increase 1.4 billion cubic meters, the area of wetland will reach 800 million acres, the proportion of the area of forestry nature reserves to the total territory area will be more than 17%. Concerning making forestry more productive and sustainable, 100 key regional ecological protection and restoration projects are proposed in the Plan. According to the leading functions, the 100 regional key projects are divided into 6 categories: water conservation, water and soil conservation, desertification control, biodiversity protection, forest quality improvement and ecological function improvement. The plan also put forward nine major projects, covering the reform and innovation, resource protection, land greening, basic security, cooperation and other fields. For the unified forestry ecological construction and sectoral development, the Plan proposed "one circle, three zones and five belts" as main battlefields for building ecological barrier, maintaining biodiversity, and giving full play to multi-function and multi benefits of forestry sector. For the smooth implementation of the Plan, the evaluation mechanism and assessment system shall be improved and specific criteria for the assessment criteria shall be put forward. In addition, planning mid-term assessment and final assessment shall be carried out, and supervision and inspection on the implementation shall be strengthened, and the progress of target indicators and key projects will be published regularly.
