This Decree, consisting of 9 articles, creates the National Programme for Water Use "Água para todos" within the State of Bahia. This Programme aims at the following objectives: providing the service to the fundamental human right of access to water in quality and quantity, primarily for human consumption, in a food security and nutrition perspective and improving the quality of life in healthy environment within urban and rural areas; expanding the access and significantly improve the quality of services relating to water supply and other basic sanitation actions; ensuring the supply and access to water through an integrated, sustainable and participatory management, incorporating this action in the field of social policies and economic growth; coordinating and integrating the various components of environmental sustainability related to basic sanitation and water supply; collecting and treating sewage and solid waste; management of rainwater - the protection and restoration of riparian forests, springs, fountains and areas of refills; environmental education, housing improvements and socioeconomic projects; etc.
