China National Plan for Tackling Climate Change (2014-2020).

China National Plan for Tackling Climate Change (2014-2020) is a comprehensive government strategy that covers mitigation, adaptation, scientific research and public awareness. It establishes guidelines for addressing climate change through 2020. It includes chapters on “Status and Prospects”, “Guidelines and Main Objectives”, “Controlling Greenhouse Gas Emissions”, “Adapting to the Impacts of Climate Change”, “Implementation of Pilot Demonstration Projects”, “Improving The Regional Response to Climate Change”, “Incentives and Restraint Mechanisms”, “Strengthening Scientific and Technological Support”, “Capacity Building”, “Deepening International Exchanges And Cooperation” and “Performance and Evaluation”. The Plan sets up a number of goals for reducing GHG emissions, improving climate change adaptability, promoting low-carbon development, bolstering China’s efforts to develop a national carbon trading scheme, and strengthening international cooperation. The plan’s main targets are: 1. The goals of controlling greenhouse gas emissions: by 2020, to cut carbon emissions per unit of GDP by 40-45% from 2005 levels, to increase the percentage of non-fossil fuels in primary energy consumption to 15% and to increase the proportion of forest area and stock volume by 40 million ha and 1.3 billion m3 respectively from a 2005 baseline; 2. Significant progress will be made in low-carbon pilot demonstration; 3. Ability to adapt to climate change will be improved substantially, including: establishment of agricultural adaptation technical standard system, effective utilization coefficient of farmland irrigation water to be increased to 0.55 above; enhanced stability of forest ecosystem, significantly improved capacity for scientific prevention and response to extreme weather and climate disasters, gradually improved systems for prediction, warning and disaster prevention and mitigation; 4.Important achievement will be made on capacity building; 5. International exchanges and cooperation will be extensively carried out.
