The specific objectives of the current Contingency Plan for Rainy Season and Cyclones are the following: identification of the main threats in the rainy season and cyclones 2013-2014; areas of risk and projection of the possible impact; definition of the main activities to be carried out before, during and after the natural disaster; inventory of materials and equipment available and necessary to respond to possible emergencies caused by extreme events of hydro-meteorological origin; list of human, material and financial resources needed for an intervention in case of a calamity. The National Humanitarian Team (HCT) is composed by UN agencies, National and International Organizations, Civil Society, Red Cross and bilateral and multilateral partners, and is organized in specialized working groups, namely education, protection, health, nutrition, food security, shelter, logistics, telecommunications emergency and recovery. The existence of an integrated early warning system that facilitates timely and effective information on hydro-meteorological and food security through institutions identified at national level and that allows individuals and communities exposed to danger to take action to prevent, reduce risk or prepare for an effective response is a central element of the national disaster management system. The integrated system should strive to address the following aspects: risk analysis of the Hydro-meteorological hazards by INAM and DNA: aiming at the inclusion of a variety of phenomena that may be a threat to the lives of families at risk, their property and the environment. It also includes risk analysis of epidemics, such as malaria and cholera by health (MOH) and its connection with environmental factors and the analysis of food security situation. 6.3 Containment factors recognize the need to reduce the country's level of vulnerability to disasters in recent years. Efforts to integrate the Management and Reduction of Disaster Risk are visible (GRC) in major public policies, including the 5-Year Government Programme (QGP) and in the Action Plan for the Reduction of Poverty (PARP), as an important cross-cutting issue to ensure socio-economic development.
