The scope of this Governmental Decree shall be to conduct efficient state policy in the sphere of energy saving and energy efficiency planning. The main guidelines of the National Program shall be set forth as follows: (a) location of energy consuming enterprises nearby fuel deposits and hydropower generating plants; (b) reduction of energy consumption by industry; (c) reduction of consumption of thermal energy through increase of energy efficiency of edifices; and (d) large-scale use of recycled materials for energy generation.
