This Regional Decree is aimed at quality improvement of centralized potable water supply and sewerage system with a view of consumer protection, creating terms and conditions for sustainable development of Saint Petersburg and conservation of the Baltic sea basin. General goals of the Program shall be: (a) rehabilitation and protection of waterbodies; (b) guaranteed safe potable water supply to the population; (c) continued and uninterrupted water supply; and (d) guaranteed access of the population to centralized water supply. In relation to sub-program Clean water of the Baltic sea the goal shall be reduction of negative anthropogenic impact of sewerage system on environment.
