These Regulations are determined pursuant to the Air Pollution Control Act. According to the Air Pollution Control Act, central competent authority issued vehicle model exhaust testing compliance verification and central competent authority certification and authorization shall be obtained for import motor vehicles before applications may be submitted for license plates. These Regulations provide for the requirements and procedures to be satisfied for obtaining the certification and authorization of imported motor vehicle air pollutants.
