This Circular, consisting of 9 articles and one Appendix, provides the list of coal, quality standards and conditions for export. The export of coal by the modes of temporary import for re-export and processing for foreign enterprises for export is not governed by this Circular and complies with the Government’s Decree No. 12/2006/ND-CP of January 23, 2006, detailing the Commercial Law regarding international good purchase and sale and goods purchase, sale, processing and transit with foreign parties. This Circular applies to state management agencies and enterprises engaged in coal export in the Vietnamese territory. The List of Coal, Quality Standards and Conditions for Export is shown in Appendix I. The strategy aims at developing the coal industry by mining, processing and using domestic coal resources in an efficient and economical manner. Objectives of the strategy, among others, shall include: to promote exploration for increasing verified coal reserves and upgrading existing ones; to develop coal processing in the direction of diversifying products; to prevent environmental and water source pollution; and to closely control the implementation of safety and environmental-related technical processes and standards in coal exploration, mining, transportation and use.
