Management and protection of forests should ensure balance between the diverse demands of the society towards forestry and the preservation of forest ecosystems. The aim is to implement the necessary integration of all stakeholders, government institutions, private sector and local communities in the process of implementation of activities that contribute to the development of forestry. Taking into account the need of the society for the improvement of the state of forestry, the Strategy for the Development of Forestry of the Republic of Srpska for the programmed period 2011-2021 was developed and adopted. This Strategy provides the basic assumptions for the sustainable development of forestry, with the main goal of maintaining and improving all forest functions. Conservation of forest resources, development of forest functions and realization of goals defined by the Forestry Development Strategy establishes a harmonious relationship between forestry and environment, economic and social system of the Republic of Srpska. The strategy for the development of forestry represents an uninterrupted process decision making and forest management and preservation set of actions and principles. It is closely related to other strategic documents of the Republic of Srpska, and in particular to the development and management strategies of natural resources. The strategy represents a spectrum of goals and measures for their realization selected from various alternatives that are closely related to forestry policy and planning of forest management, which, due to the specific nature of the forest ecosystem and forestry economy, unmistakably point to a long-term process. Therefore, the Forest Development Strategy of the Republic of Srpska is an instrument for the basic assessment and monitoring of the sustainable development of forestry. About that, forestry legislation and administrative arrangements of the Republika Srpska and Bosnia and Herzegovina must comply with EU Directives and Regulations. Fulfillment of this obligation implies the incorporation of the contents of the following into the domestic Laws and Regulations: Directive on the conservation of natural habitats and of wild fauna and flora (43/92/EEC) with the obligation to establish an ecological network Natura 2000; Council Directive 79/409/EEC of 2 April 1979 on the conservation of wild birds; Council Directive 1999/105/EC of 22 December 1999 on the marketing of forest reproductive material; Council Regulation (EEC) No 2158/92 of 23 July 1992 on protection of the Community's forests against fire; Council Regulation (EEC) No 3528/86 of 17 November 1986 on the protection of the Community's forests against atmospheric pollution; Council Regulation (EEC) No 1615/89 of 29 May 1989 establishing a European Forestry Information and Communication System (Efics); Council Regulation (EEC) No 3254/91 of 4 November 1991 prohibiting the use of leghold traps in the Community and the introduction into the Community of pelts and manufactured goods of certain wild animal species originating in countries which catch them by means of leghold traps or trapping methods which do not meet international humane trapping standards.
