This Regional Decree establishes that state nature reserve “Pereluchsky” shall be constituted with a view of conservation of unique natural complexes of Bolonye lake, floodplain meadows and adjacent pine forests, newsting grounds and migratory routes of waterfowl and wetland birds, and protction of habitats of rare and endangered wild fauna and wild flora species. In particular, shall be subject to protection plant species (Pulsatilla patens (L.) Mill, Astragalus arenarius L. and Scutellaria hastifolia L.), birds (Ciconia nigra L., Pandion haliaetus L., Anguis fragilis L., Circus cyaneus L., Limosa limosa L. and Lullula arborea L.). Regional state nature reserve shall perfoirm the following functions: (a) scientific research; (b) surface water protection; (c) recreation; (d) ecological education; and (e) conservation of historical and cultural heritage. The following activities shall be prohibited: (a) clear cutting and timber extraction; (b) resin tapping; (b) exploration and mining; (c) explosive works; (d) ploughing up; (e) application and storage of pesticides and other toxic chemicals; and (e) discharge and disposal of radioactive substances, industrial and domestic waste.
