Regional state nature biological (zoological) reserve in Soletsk district shall be constituted without expropriation of land and forestland from owners and tenants. It shall perform the following functions: (a) conservation of natural ecosystem; (b) maintenance of ecological balance; (c) conservation and reproduction of roe deer (Capreolus capreolus) and black grouse (Lyrurus tetrix), and also other rare and endangered wild fauna species; (d) protection and improvement of natural habitats of wild fauna species; (e) protection of nesting grounds; (f) registration of rare and endangered wild fauna species and game; and (g) regulation of the number of harmful animals. The following activities shall be prohibited: (a) hunting of roe deer (Capreolus capreolus) and black grouse (Lyrurus tetrix); (b) logging; (c) littering of the territory; (d) burning of the vegetation; and (e) storage of hazardous substances and combustibles and lubricants.
