National Biological Diversity Strategy and Action Plan.

The National Biological Diversity Strategy and Action Plan is a national plan with a sectoral approach. The goals of this Plan are: (i) to identify, protect and monitor biological diversity components of importance, (ii) to use biological diversity components in a sustainable manner, (iii) to identify, protect and benefit the components of genetic diversity, including traditional knowledge, (iv) to protect genetic resources which have actual and potential values for food and agriculture, and to ensure the sustainable use of such resources; and to ensure the fair and equitable sharing of the benefits arising out of the utilization of genetic resources, (v) to establish an effective monitoring, management and coordination system for the conservation of biological diversity in forest, steppe, mountain, inland waters, and in coastal and marine areas, and the sustainable use of its components. Ecosystems, species and genetic diversity will be monitored through biological diversity inventory and monitoring methods and programmes, by considering rapid assessment methods and biological diversity indicators. Effective protected area management will be ensured for both terrestrial and aquatic ecosystems. Measures will be taken to prevent or minimize any pressures on and threats to biological diversity, such as GMOs and alien species. The ecosystem-based planning and management systems will be developed for the purposes of the biological diversity conservation and the sustainable use of biological resources. Legal, administrative and institutional regulations and applications will be harmonized for the conservation of biological diversity and sustainable use of its components. The components of genetic diversity which have importance in terms of biological diversity, agriculture, food and economic value will be registered, conserved and managed. Access to genetic resources and fair and equitable sharing of the benefits arising out of the utilization of these resources will be ensured. Gene banks will be established to support the ex-situ and in-situ conservation and sustainable use of flora and fauna genetic resources. Genetic resources of ecosystems as forest, steppe, mountain, inland waters, and coastal and marine areas, will be recorded for more effective conservation and sustainable use of biological diversity. Conservation plans will be implemented for endangered and threatened species and ecosystems. The Plan stresses on the contribution of education, capacity building, public awareness, data collection, technology, traditional knowledge, scientifically based information, innovation and practices in biodiversity conservation. The Plan sets forth institutional responsibilities and organizational structure for the implementation of NBSAP.
