These Measures, consisting of 12 Articles, are formulated in order to effectively improve the use of funds for fiscal poverty alleviation projects and implement the fund supervision responsibilities. The targets of fund performance of poverty alleviation project should be the important basis of budget arrangement, and the performance index should be refined and quantified, including indicators of quantity, quality, time limitation and cost, as well as economic, social, ecological, sustainable indicators. In the implementation of the budget, the relevant departments at the county level should set up a monitoring mechanism for the performance target of the fund performance of the poverty alleviation projects.
