This Regulation provide for the establishment of the water conservancy planning and testing institute of the Water Conservancy Department of the Ministry of Economy. The institute shall be in charge of : Water resources survey, system analysis and investigation, planning and research of water resources development plans; Surveying, planning, research, coastal changes, and coastal Hydrology of the Comprehensive River Management Plan; etc.
