These Measures, consisting of 6 Articles, are enacted in accordance with the Water Act. The water distribution or water use by rotation shall be firstly determined by the water right holders' agreement. The agreement shall be jointly submitted by the water right holders to the competent authority for reference in writing. When the agreement among the parties can not be established, the competent authority shall invite reviews of related agencies and entities in accordance with the provisions of Article 97 of the Water Act.
