The purpose of these Measures is to improve the financial management of comprehensive agricultural development and the benefit of the use of funds. The Measures consist of 41 Articles divided into 9 Chapters: General Provisions (I); Fund Raising and Planning Management (II); Fund Use and Expenditure Management (III); Project Cost Management (IV); Asset and Liability Management(V); Management of Net Assets and Surplus Funds (VI); Financial Reporting and Budgetary Performance Management (VII); Financial Supervision(VIII); Supplementary Provisions (IX). The Measures provide for the requirements and rules regarding the sources, allocation, use, management and supervision of the funds.
