This Regional Decree establishes that state nature reserve of regional significance "Monastyrsky" shall be constituted with a view of conservation, reproduction and restoration of valuable wild fauna species, rare and endangered species of wild fauna, and also maintenance of general ecological balance. Owners and tenants of land plots located within the boundaries of the reserve are obliged to observe the special protection regime established in the nature reserve. On the territory of nature reserve shall be prohibited any activity contrasting the scope of nature reserve or damaging natural complexes and components, including: (a) felling of forest species (except for felling for forest fire extinguishment, sanitary felling and felling related to the construction, reconstruction and operation of transportation, communications and utilities lines); (b) construction of buildings, facilities, roads and pipelines, power lines and other communications, with the exception of facilities ensuring operation of the reserve; (c) capture and hunting of wild fauna species that are not subject to hunting; (d) hunting, except for the purpose of regulation of the number of game; (e) destruction and damaging mating and nesting grounds of wild fauna species, collection of eggs; (f) application of chemicals, mineral fertilizers, plant protection means and nutrients; (g) release of alien species; (h) entry, exit and parking of motor vehicles, except for service vehicles; (i) waste disposal; (j) exploration of subsoil and mining; (k) any work related to the violation of the surface layer of land on the territory of archaeological sites and their protection zones; (l) stay with unleashed dogs of all breeds; (m) organization of tourist camps and making fires outside specially equipped areas; and (n) destruction or damaging warning signs and information boards.
