This Regional Decree establishes that state nature reserve of regional significance "Permilovsky" shall be constituted with a view of conservation of potable groundwater of Permilovsky deposit and adjacent territory thus ensuring optimal hydrological balance. . Owners and tenants of land plots located within the boundaries of the reserve are obliged to observe the special protection regime established in the nature reserve. On the territory of nature reserve shall be prohibited any activity contrasting the scope of nature reserve or damaging natural complexes and components, including: (a) clear felling except for felling for forest fire extinguishment, sanitary felling and felling related to the construction, reconstruction and operation of transportation, communications and utilities lines); (b) waste disposal, including drainage water discharge; (c) application of chemicals, mineral fertilizers, plant protection means and nutrients; (d) drainage and land reclamation; (e) organization of tourist camps and making fires outside specially equipped areas; and (f) destruction or damaging warning signs and information boards.
