This Regional Decree establishes that state nature complex reserve of regional significance “Boguchansky” shall be constituted with a view of conservation of native (reference) high-productivity forests of the subtaiga zone of the southern taiga of the Central Siberian plateau, which significantly reduced their area as a result of large-scale main use felling and the creation of large water reservoirs, as well as the protection and reproduction of hunting and commercial game species, conservation and restoration of numbers of rare and endangered species of wild fauna species valuable from economic, scientific and aesthetic points of view. The reserve shall perform the following functions: (a) conservation of biodiversity of the natural landscape of the southern taiga of the foothills of Angara; (b) maintaining optimal conditions for reproduction and migration of wild fauna species, including species listed in the national and regional Red Books of protected and endangered species; and (c) monitoring of the natural environment, wildlife, performance of scientific research. The following activities shall be prohibited on the territory of state nature complex reserve: (a) hunting, except for hunting for the purpose of scientific research, educational activities and regulation of the number of game in accordance with hunting permits issued in accordance with acting legislation; (b) industrial fisheries; (c) clear and sanitary cutting with a view of timber extraction; (d)procurement of soft resin; (e) hydro amelioration works; (f) exploration of subsoil and mining; (g) blasting operations; (h) water logging; (i) procurement of edible and non-edible non-timber forest products and medicinal plants; (j) littering with household, construction, industrial and other waste and garbage; (k) storage and application of toxic chemicals, radioactive and other hazardous substances; (l) movement and parking of motor vehicles outside roads of common access (except for service vehicles); (m) construction of roads and pipelines, power transmission lines and other communications, allotment of land plots and construction of permanent or temporary buildings and structures, with the exception of buildings required for the protection and state control of the reserve territory, without prior authorization by the regional administration; (n) destruction or damaging of barriers, boards and other information displays and indication signs; and (o) any activity contrasting the scope of nature reserve or damaging natural complexes and components.
