These Implementation Rules are enacted in accordance with the Regulations for the Implementation of Import and Export Commodity Inspection Law and the Measures for the Inspection, Quarantine, Supervision and Administration of Imported Solid Waste That Can Be Used as Raw Materials, aiming to strengthen and standardize the registration, supervision and administration of overseas suppliers of solid wastes that can be used as raw materials. The Implementation Rules consist of 32 Articles. The State implements a registration system for foreign suppliers of imported waste materials that can be used as raw materials. Foreign suppliers should obtain the registration of AQSIQ before signing foreign trade contracts. Foreign suppliers applying for registration shall meet the conditions stipulated in Article 5. The Implementation Rules make provisions on registration accepting, reviewing and approving, changing, re-applying and continuing, and supervision and administration thereof.
