This Law provides rules for the functional representative government in municipalities and county authorities, as well as rational and efficient management of the municipalities and county authorities and coordination between them within the framework of the national community and with a view to sustainable development. The Law also provides for the administrative structure of municipalities and counties and public access to information. It comprehensively regulates collaboration between local authorities. Intermunicipal collaboration may be regulated by agreement. A host municipality may be appointed and a joint committee created under such agreement. Two or more municipalities or two or more county authorities (participating municipalities) may decide to create a cooperative municipality to discharge joint functions. The tasks and authority to make decisions which are transferred to the cooperative municipality must be identical for all participating municipalities.
